Cleopatra Grizzle Charles, Ph.D. (University of Kentucky, 2008) is a public budgeting scholar who focuses on public finance issues that emerge at the intersection of governments, nonprofits and civil society. More recently, her research has focused on nonprofit organizations and the relationship between governance decisions and financial preparedness in dealing with adverse circumstances.
Cleopatra has presented research at national and international conferences since 2007 when she was a second year doctoral student. Her papers are published in several journals, including Public Budgeting and Finance, Municipal Finance Journal, and Journal of Public Budgeting, Accounting & Financial Management.
